Our team has decades of public and private sector experience at the federal, state, and community levels. Our expertise spans the health care continuum from Medicaid to integrated care to behavioral health, enabling us to develop and implement strategies that strengthen the health care system.
We are committed to advancing forward-thinking health policy. It’s in our name: aurrera is a Basque word that means “to move forward.” This idea resonates in our mission and our approach to working with clients toward shared goals. It also underscores our dedication to diversity, equity, and inclusion in all we do.
We work with mission-aligned organizations across the country, including state and county health services departments, foundations, nonprofit and consumer advocacy groups, hospitals, health plans, health systems, and trade associations.
Headquartered in Sacramento, California with staff from coast to coast, Aurrera Health Group is a small woman-owned and women-led business.

Our History
Aurrera Health Group was established as Harbage Consulting in 2005. Our founder, Peter Harbage, spent more than 20 years working to improve health policy at the federal, state, and local levels. Peter was committed to robust stakeholder engagement, coalition-building, and identifying strategic solutions to the pressing challenges to our health care system.
Peter was diagnosed with Acute Lymphocytic Leukemia and died of complications from the disease in 2015. Peter’s wife and business partner, Hilary Haycock, became Harbage Consulting’s President and carried forward the firm’s mission and vision. Under Hilary’s leadership, Harbage Consulting continued to provide valuable expertise and support to our clients, while expanding our reach nationally.
After five years of evolution, growth, and reflection, we changed our name to Aurrera Health Group, in a nod to Hilary’s Basque heritage.
The Peter Harbage Fellowship Trust
As one of his last wishes, our founder, Peter Harbage, set aside funding to support a fellowship for exceptional students completing graduate degrees in the fields of public policy or public health. Peter Harbage Fellows participate in 12-month paid engagements with leading non-profit organizations focused on improving access to health coverage and care.
