Medicaid Coverage for School-Based Health Services in the Baltimore City Public School System

Aurrera Health analyzed the Baltimore City Public School System’s Medicaid billing practices for school-based physical and behavioral health services to determine if all available channels for billing Medicaid were leveraged and whether there were opportunities to increase access to Medicaid funding for services provided. As part of this work, we reviewed and analyzed Maryland Department of Health and federal Medicaid school-based health care policies, regulations, provider manuals, and reimbursement rates. Our team also reviewed documentation of school-based health services currently provided and the corresponding Medicaid billing practices, including billing codes currently used and reimbursement amounts. We identified several opportunities that the Baltimore City Public School System and the Baltimore City Health Department might explore to maximize appropriate Medicaid billing for services provided to children in school-based settings.
