Policy Consultant
Kirsten Siebenga, MPH is a Policy Consultant on the Integrated Care team at Aurrera Health Group. She supports clients at the state and county level through project management, material development, stakeholder engagement, and policy analysis. Kirsten currently works on the behavioral health components of the California Advancing and Innovating Medi-Cal (CalAIM) initiative and the state’s opioid settlement funds.
Prior to joining Aurrera Health Group, Kirsten served as policy and program consultant for multiple Home and Community based Medicaid waiver programs in West Virginia. She conducted policy research, collaborated with state partners and vendors, and developed community resource materials to support the programs. While working in West Virginia, she also worked with the state to successfully prepare and submit 1915(c) applications to the Centers for Medicare and Medicaid Services (CMS).
Kirsten also worked as a research assistant with the North Carolina Institute of Medicine (NCIOM). While at NCIOM, she supported the oral health task force, which aimed to develop consensus-driven, actionable recommendations to strengthen the delivery of oral health services through North Carolina’s Medicaid program.
Kirsten holds a master’s degree in public health with a concentration in health policy from the University of North Carolina at Chapel Hill and a bachelor’s degree in community health education and political science from Minnesota State University, Mankato. In her free time, Kirsten enjoys trail running, coaching swimming to a group of goofy middle schoolers, and trying to find the best French toast in the Triangle.
