Emma Boucher is a Policy Associate on the Medicaid Policy and Programs team at Aurrera Health Group, where she supports the California Department of Health Care Services with the California Advancing and Innovating Medi-Cal (CalAIM) Long-Term Care Carve-in transition.
Prior to joining Aurrera, Emma worked at a leading health care consumer advocacy organization in Massachusetts, where she helped to coordinate a robust outreach and education campaign around MassHealth redetermination. In this role, Emma managed a first-of-its-kind cohort of Certified Application Counselors at dozens of community-based organizations to match the unprecedented demand for Medicaid enrollment assistance during the redetermination period. Along with her team, Emma then leveraged this community experience to advocate for eligibility policy reforms and implementation strategies within MassHealth.
Emma holds a bachelor’s degree in political science from McGill University and is currently based in Boston. In her free time, she enjoys practicing yoga, reading, and exploring Boston’s quaint neighborhood coffee shops.
