Michelle Mills is Chief Operating Officer at Aurrera Health Group. She joined the firm in April 2021 and brings over 20 years of experience in working with government, non-profits, and private technology vendors. As the firm’s first Chief Operating Officer, Michelle leads Aurrera Health’s efforts to strategically align operations to maximize expertise and growth potential.
Prior to joining Aurrera, Michelle led the health policy and communications practice for a consulting and software development firm. Michelle supported state and federal clients with policy briefings, research, and legislative analysis. She created numerous executive-level policy reports with recommendations for health IT and supportive human services enterprise technology.
Michelle also worked for a health technology start-up focused on creating actionable insight from administrative patient data. Michelle led critical work to build and use a Medicaid data warehouse and analytics dashboard. She also developed corporate and partner strategies to uniquely identify patients across multiple payers and platforms to coordinate and improve patient outcomes.
Michelle worked at the Centers for Medicare and Medicaid Services (CMS) from 2004-2014. At CMS, Michelle led the effort to write the initial Medicaid program policies and regulations for the electronic health records “meaningful use” program. She also led the Medicaid value-based purchasing delivery systems reform efforts where she worked closely with states to configure health IT infrastructure, provider and delivery system incentives, and outcomes measurement. In 2013-2014, Michelle worked closely with CMS leadership to implement the Affordable Care Act, including managing operations and technical assistance for state-based stakeholders.
Michelle spent six years working in community- and court-based domestic violence services as a community organizer, researcher, therapeutic practitioner, and a non-profit board member. She holds a master’s degree in health policy and administration from the University of Chicago. Michelle currently volunteers with a local supportive housing nonprofit in her community. She lives just outside of Chicago with her husband and three daughters.
