Aurrera Health worked with the Medicaid and CHIP Payment and Access Commission (MACPAC) to identify policy opportunities and barriers for increasing access to behavioral health services in schools and school-based health centers for children with Medicaid or CHIP coverage. The team completed an extensive literature review of behavioral health services offered through schools and the impact of school-based behavioral health services on children’s health and educational outcomes. Aurrera Health also conducted a range of stakeholder interviews with state Medicaid agency officials, state Education agency officials, advocates, and school staff in five states: Arkansas, California, Michigan, Missouri, and New York. Our team also assembled detailed state profiles researching the policy landscape in each state related to school Medicaid and behavioral health. This resulted in a final literature review and final findings memo. MACPAC will use these findings to develop an issue brief on considerations for providing behavioral health services in schools. MACPAC also presented on this information at their public meeting in September 2023.
